Neutrality in regard to "semi-authoritarian"

I wanted to insert 'accused of' in the following section. On the one hand, this seems like a small and clear cut edit, 'semi-authoritarian' and 'hyper-populist' are value laden and relatively subjective. The perception and accusation is of course important, but I think it ought to be up to the reader to decide whether they agree or not. However, I'm sure this is a touchy subject, particularly right now, so I want to give folks a chance to explain why it shouldn't be changed before making any edits.

"with Chávez's government [accused of] becoming "semi-authoritarian and hyper-populist", investing heavily in public works which initially benefited Venezuelans."
